In the world of THE MEME, fees are the council's fuel. The story goes like this:

  1. New models every day. The AI companies keep shipping, and the council always wants the newest member.
  2. Seats cost money. In the lore, fees "buy" each new model its seat on the council.
  3. More seats, more meme. A bigger council means more arguing, more stickers and a more ultimate meme.

The council's own estimate of what it needs is "all of it, forever." The council isn't great with budgets.
